TOWN OF LIBERTY GROVE. GILLS ROCK STEERING COMMITTEE MEETING. Thursday February 21, 2008. At the Town Hall, the meeting was properly noticed.

           

  Agenda: 1. Call to order

                4. Approve minutes—Jan. 31 2008                      

5. Concept “A” design discussion/recommendation (including parcels selected for purchase)

6. Parcels to east of Hwy 42—discuss option for purchase

                7. Maritime museum participation and building

                8. Develop economic estimate

                9. Local exploration on plans & plan ownership

              10. Adjourn to closed session per 19.85(e) deliberating or negotiating the purchasing of public properties, the investing of                      public funds, or conducting other specified public business, whenever competitive or bargaining reasons                                           require a closed session—contract with engineering firm

            11. Reconvene in open session

            12. Possible announcement on closed session item

Chairman Jay Blossom called the meeting to order at 5:30 PM. Also attending: Committee members Dan Schwarz, Jim Creed, Geoff Gialdini, Robert Jones, and Clerk/Administrator Kalms. Absent: Paul Wilde & Frank Weber. 3 citizens were present.

 

Creed/Gialdini to adopt the agenda without the minutes approval. Carried 5-0.

 

Concept “A”discussion. Comments: 11 parcels are listed for possible acquisition; we should focus on waterfront parcels first; a major change is the launch location; we do not know where we are for funding; maybe an option on the parcels east of highway 42 could be worked out; we need to get a look at the material prior to the next meeting; the Maritime Museum has no funding now—we could plan for them to come in at a later time; answers on the economics should be presented at the next meeting.

 

Frank Forkert has an aerial view of Leland (Michigan); Gills Rock needs to be made so it looks like it has been there for many years; if it is less than 100 slips it should be expandable; the fair market value is short of the numbers (value) for prices to negotiate.

 

Jeff Weborg said Chris Halbur of DNR said they could appraise in winter and purchase in the fall; a PR group could be set up to get out to community groups so they have information on the project.

 

Blossom read the closed session item on the agenda. Creed moved, Schwarz second to adjourn to closed session per the agenda item as read. Roll call vote: Aye—

Schwarz, Gialdini, Creed, Jones, Blossom. Nay—0. Carried. Schwarz moved, Gialdini second to reconvene in open session. Roll call vote: Aye—Gialdini, Creed, Jones, Blossom. Schwarz. Nay—0. Carried.

No announcement on the closed session made. Next meeting is March 6 at 5:30.
