TOWN OF LIBERTY GROVE. GILLS ROCK STEERING COMMITTEE MEETING. Thursday March 6, 2008. At the Town Hall, the meeting was properly noticed.

Chairman Jay Blossom called the meeting to order at 5:30 PM. Also attending: Committee members Dan Schwarz, Jim Creed, Geoff Gialdini, Paul Wilde, Frank Weber, Robert Jones, and Clerk/Administrator Kalms. 8 citizens were present. From JJR were: Bill Brose, Bruce Lunde, and Nate Novak
Gialdini/Wilde to adopt the agenda. Carried 7-0.
Gialdini/Schwarz to adopt the 1/31 minutes. Carried 6-0-1, Wilde abstaining.
Gialdini/Jones to adopt the 2/21 minutes. Carried 5-0-2, Wilde & Weber abstaining.
Nate Novak gave a brief history of where the project is at.
Concept discussions. Concept “A” was discussed with a partial (38 slips) and a full build-out with 90 slips. Concept “B” had three phases, with 27 slips, 57 slips, and 113 slips at full build-out. Under “A” much of the shoreline would have to be rebuilt. Economic analysis—cost per slip—was presented. Lunde said Egg Harbor was used figuring $100/foot slip rental.
Funding opportunities. Lunde said the Waterways fund has had a major cut: they are funding projects differently now, with a maximum grant amount given at the December meeting of $300,000; they only have $2 million to work with now. Chris Boldt of JJR is working on funding—land acquisition is untouched by the budget situation. The Stewardship Fund would be used for nature trail land across highway 42. The Town needs an approved plan to proceed. Gialdini preferred the traffic pattern in concept “A”. The committee was unsure what parcels would be acquired in each concept. Blossom felt we should take A & B to Chris Halbur of DNR to get their preference. The committee consensus was to show the full build-out on A&B to Halbur to get their preference.
Soil borings. The thought was to do soil borings now on the ice to get a more reasonable cost. JJR will contact firms to see if this can be done.
Public input. Frank Forkert felt that boaters should be furious that money raised from boating fuel tax is going elsewhere than the Waterways Commission. Brose said it may be effective if communities would band together and express their concerns. Peter Sauer said it may be helpful if refundable deposits were taken and this information presented at the town meeting. Harvey Stahl said the general public does not have much idea what is going on with this project. Blossom said committee members will go out to functions of various organizations to talk to the public. Blossom said crib docks with ice slides have been mentioned. Lunde says that works in shallower water.
The next meeting will be on March 13 at 5:30.
