TOWN OF LIBERTY GROVE. HIGHWAY COMMITTEE MINUTES.  MONDAY JANUARY 9, 2012. AT THE TOWN HALL, THE MEETING WAS PROPERLY NOTICED.

Chairman Miller called the meeting to order at 8:05 AM. Committee members F. Forkert, J. Olson, K. Shumway and W. Kalms also attended, along with citizens Mike Bahrke, Jim & Carole Maronek and Mark Sitte. Chairman J. Lowry also attended.

 

Forkert/Olson to approve the agenda. Carried 5-0.

Shumway/Olson to approve the 9/12/11 minutes. Carried 5-0.

 

Public input. Bahrke and Carole Maronek expressed displeasure with the tree trimming of Door Bluff road. Maronek said it looks fine but does not look like it did before the trimming; wondered if the crew took classes every 5 years; is not saying they don’t do a good job. Mark Sitte thinks the brushing job is great; it seem like there has not been a systematic cycle to the brushing in recent years, and the Town is now playing catch-up; feels complaining comes because we are back to where it should be; parking at Ecology Sports (and Base Camp) is impossible, the vision at the stop sign is poor.

 

Hill Road speed limit. Kalms has looked further into the fixed limits pursuant to Statute 346.57(4) regarding Hill Road. He does not find a 1,000 foot stretch of road that conforms to the 35 mph criteria when measured from the Village limits. That means the statutory speed limit in that area is 55 mph. The local government can reduce the speed by 10 mph or less, so it could be reduced to 45 here—but then what do you do with the rest of the road to Old Stage. You could conceivably have 3 speeds on the road; 25 adjacent to the Village, 45 from the Village for a stretch heading east and then 55 to Old Stage. Yellow cautionary signs can be put up at the discretion of the Town. Shumway moved, Olson second to recommend to the Town Board to re-do the ordinance for 25 mph at the Village limits and install cautionary 35 mph signs at the east end of the Village limits for eastbound traffic and further out for westbound traffic. Carried 5-0.

 

Signage at highway 42 and Old Stage intersection. Carole Maronek said it is difficult to see the intersection at Old Stage when southbound on highway 42. Miller moved, Shumway second to recommend that the Board support installation of caution signs north of highway 42 and Old Stage as may be authorized by DOT. Carried 5-0.

 

Hanson Lane. Once the Grandview purchase is finalized, the driveway to the condos at the top of the Ellison Bay Hill will be closed, and access will be from Hanson Lane. This road will need improving as it is gravel on top of sod now. Miller moved, Kalms second to recommend that the Board improve Hanson Lane on the west edge of the Historical Society property when required. Carried 5-0.

 

Next meeting will be February 13 at 8 AM.
