TOWN OF LIBERTY GROVE. GILLS ROCK FINANCE & IMPLEMENTATION COMMITTEE MEETING. Tuesday March 24, 2009. At the town hall, the meeting was properly noticed.

Chairman Gialdini called the meeting to order at 5:32 PM. Also attending: Committee members Frank Weber, Jim Creed, Gary Farber, Ray DiIulio, Clerk/Administrator Kalms, Town chairman Casey and about 40 citizens. Liat Lichtman and Dennis Leong of Wisconsin D.O.T Div. of Transportation Investment Management also attended.
Casey/Creed to approve the agenda. Carried 5-0-1, Casey abstaining.
Gialdini/Creed to approve the 2/5 minutes. Carried 5-0-1, Casey abstaining.
Economic Impact Analysis. Liat Lichtman explained the economic analysis for Gills Rock: the goal is to analyze the impact to the economy from a transportation improvement or, in this case, a museum/harbor improvement; this area is growing ahead of the state average, and Liberty Grove is growing faster than the County; but the population is older, so a future natural population decrease can be expected; thus a shrinking labor pool, baby boomers will move out of the labor force, and health concerns of older people will have an impact. The majority of industry here is retail/accommodation & food service; Door County unemployment is historically higher than other counties; the average annual wage is less than statewide, except for leisure & hospitality. The Town experiences a net loss of 336 working residents (those working out of the Town vs. those coming in from outside to work here). Housing growth rates are greater than statewide, and vacancy rates are greater than statewide.
Economic Modeling. Dennis Leong explained a regional model that shows the impact of developmental projects. Leisure & hospitality show the lowest average annual wage at $8.65/hour; a proposed Gills Rock Museum would have a $183,340 total output (direct, indirect, induced)—with two jobs created, an additional $108,000 would be needed annually to maintain the museum operations (from Town tax dollars). The Washington Island Ferry carries 200,000 passengers yearly, has 51 jobs with a total impact of $10.2 million. The Island Clipper carries 12-13,000 passengers with 3 jobs and an impact of $272,190.
Conclusions. There would be a small total potential economic impact: the high end of the marina and museum would show 4 full time jobs, $351,800 in sales with $107,000 in wages & business income. The museum would show 2 additional jobs with $68,390 in wages & business income.
Wisconsin DNR. Chris Halbur, Regional Outreach Supervisor/Grant Program Manager, explained that the DNR would have an interest in parcels associated with the launch area and parking; it must be worked out which parcels DNR will go after and which ones the Town will pursue; Chapter 30 has reviewed the project, it may be permittable; there are
endangered species to review, with the wetland areas being of highest interest; specific funding that is targeted for the wetlands could be pursued; a high score on the Stewardship application would help bring in funds; Door County zoning seems to be on the same page; some coordination with the State Historical Society will be necessary; typically 2-5 acres of buildable land is purchased by DNR; maybe the shore parcels can be purchased now and the interior later; once DNR money is used, this will be in public use forever.
Public comments. Where are the endangered species located; are there other marinas of this size not on public sewer; other harbors do not have the projected income as displayed here; there is only one restaurant in Gills Rock for a 98 slip marina; would like a copy of the endangered species list; how much money will DNR put up; can this be done without a marina; buoys should be set out to mark the area.
Consensus was to have a joint meeting on April 16 to map out the parcels so the Town knows which ones to get appraisals for.
