TOWN OF LIBERTY GROVE. GILLS ROCK FINANCE & IMPLEMENTATION COMMITTEE MEETING. Thursday February 5, 2009. At the town hall, the meeting was properly noticed.

Chairman Gialdini called the meeting to order at 5:30 PM. Also attending: Committee members Frank Weber, Jim Creed, Gary Farber, Ray DiIulio, Clerk/Administrator Kalms, Town chairman Casey and about 15 citizens. Chris Bolt of JJR and Tom Peterson(wind & solar expert), attended via speakerphone.

Public input. Is a base map available? The timeline: we are in schematic design yet; project will ruin character of Gills Rock, it is more realistic to purchase the shoreline and renovate it, 80% grants are needed to make it go for 30 years; has JJR designed a marina with no septic system; can’t find 56 boats over 40’ long to put in the harbor for the season; make sure comply with County ordinances.

Funding increase. Gialdini: the project is being delivered for economic stimulus consideration; the Governor’s Waterfront Initiative program is aware of our efforts; soil borings could be done this winter. Casey reminded that a town meeting vote is needed in order to proceed with acquisition and construction. Supervisor Ann Miller said the DOT will be here for a scenic byways meeting on February 12; that designation could open the door for funds.

Wind generators. Gialdini said wind generators could be fundable with federal money; a $215,000 tower could run the Weborg operation. Chris Bolt introduced Tom Peterson. He said Focus on Energy offers rebates; this project would result in selling back power all winter; a free feasibility study could be done; solar would offer less power than wind; could use the roof on the a maritime museum building.

Slip design. Gialdini said the reservation list does not coincide with the original design, but this design can change. Farber said Yachtworks has 38 slips greater than 40’, and there is a waiting list for them; 63’ boats are put on their wall. Casey said a maximum of 5% of the total slips can be commercial.

DNR request update. Bolt said Chris Halbur of DNR needs a Door County Planning letter of clearance; DNR and CORPS have concurred with the wetland delineation as done by Northern Environmental; the DOT economic impact study, being done by Liat Lichtman, is progressing (to show the overall draw of the area)—they will be ready for a March meeting; a financial workshop can be done now to work out a business plan in detail (to show the operation of the harbor itself). Gialdini said the state historical society will be checking on historical artifacts without the Town having to participate. Casey said we must work with Chris Halbur to determine what parcels the DNR will buy and then order appraisals. Bolt said he will follow up with the DNR on what parcels are viable for them to purchase; environmental, historical and endangered species reviews will be involved. Dan Schwarz mentioned that the north parking lot has water in the spring; Gialdini said that will be an elevated lot.

Future meetings. Bolt will talk with Baird regarding the levy impact of Town borrowing. Chris Halbur will be asked to attend the next meeting (February 24 at 5:30).
