Minutes of Joint Meeting of Gills Rock Harbor of Refuge Finance & Implementation Committee and Members of the Maritime Museum Board held at the Door County Maritime Museum in Sturgeon Bay on January 22, 2009
Meeting called to order by Chairman Gialdini at 11:00 A.M.

Casey moved, Farber seconded to approve the agenda as posted, passed w/o objection.
Gialdini moved, Casey seconded to approve the minutes of Dec. 17th. Item 4 was corrected to state “Door County ordinance”, rather than “Liberty Grove ordinance” The motion was passed as corrected.
Christopher Bolt reported that the Wisconsin DOT study on the economic impact of this project is due in March.
Chris Bolt introduced Val Schute, who presented an overall picture of the Gills Rock Harbor & Heritage Center project, incorporating the many suggestions obtained at the December 17th meeting on this subject. He also offered two different schemes for the design of the Museum Bldg. Scheme A, having 22,380 gross square feet (GSF), estimated cost at $5,250,000 and Scheme B, having 16,103 GSF, with estimated cost at $3,800,000. These two schemes are to be considered by the DCMM Board.
It was pointed out that this building will have to have a sprinkler system and it will be an expensive add-on because the water source will be a pump and well.
A question about the number and type of commercial slips was discussed. Mr. Weborg said that 5 slips would be needed for 3 commercial fishing boats and 2 for charter boats. Grant funding may limit the number of such slips to 5% of the total number of slips in the harbor, which the current design has 92 slips and 5% would allow only 4 for commercial use.
Gialdini stated for the record that the Town of Liberty Grove would not fund the Museum. It will have to be funded by grants and/or private contributions raised by the Maritime Museum Board. It was further stated that funding for a non-profit museum would not be available through the grant process, unless it could be obtained through Liberty Grove as a conduit to the anticipated federal stimulus package, being considered by Congress. Therefore Gialdini moved and Creed seconded a motion to include the dollar cost of the museum building to the cost of the project for funding only. The motion passed 5-0.
Chris Halbur of the Wis. DNR outlined the process for obtaining DNR funding for this project. She stated that there are several steps that need to be taken to qualify for DNR grant funding. These are:
· The DNR will only purchase land for public use.
· The land must be used for the stated purpose in perpetuity.
· Grant money requires that building projects must be completed in 5 years from the date of the grant.
· The DNR requires documentation from the Door County Planning Dept. that the project meets all zoning requirements.
· The project must be subjected to review to establish that it will not violate the Endangered Species Act, nor the Archeological-Historical aspects of the involved area.
All of the above must be completed before the DNR can apply for a “request for appraisals” of the land the DNR might purchase. Approval of the request will then allow appraisal of the properties and the project costs can be completed.
Halbur stated that this project is at the top of the DNR list of projects for sport fishing because of the access to the waters of Green Bay and the maritime history of the area. The proposed use and protection of the wetlands involved also makes this project very desirable and ranks it high in evaluation points. This part of the project could be phased in over a 5-15 year period and that would also improve its granting potential.
The date for the next meeting will be February 5 at 5:30 P.M. at the Town hall.
Casey moved to adjourn. Weber seconded. Motion passed 5-0 at 1:45 P.M.
