TOWN OF LIBERTY GROVE. GILLS ROCK STEERING COMMITTEE MEETING. THURSDAY March 13, 2008. At the Town Hall, the meeting was properly noticed.

Agenda: 1. Call to order
2. Roll call
3. Adopt agenda
4. Approve minutes—March 6
5. JJR proposal—discussion
6. Local interpretations of plan—discussion
7. Phase of contract with JJR and funding position
8. Report on funding discoveries and possibility of implementing plan, including land acquisition
9. Communication with JJR—contacts for channeling information
10. Public input
11. Future meetings
12. Adjourn

Chairman Jay Blossom called the meeting to order at 5:30 PM. Also attending: Committee members Dan Schwarz, Jim Creed, Geoff Gialdini, Robert Jones, and Clerk/Administrator Kalms. 8 citizens were present. Absent: Paul Wilde, Frank Weber.

Jones/Creed to adopt the agenda. Carried 5-0.

JJR proposal discussion. Schwarz feels a business plan is needed along with a SWOT analysis and other basic concepts. Blossom said we need a design to work off. Gialdini said we need to know outside funding so the local participation can be determined. Kalms said a design is needed with Chapter 30 approval. Numbers are too vague.

Interpretation of plans. Local contractors are interested in a look at the design and have ideas to offer. Gialdini has combined Concept “A” with Concept “B” for submission and analysis. Blossom will submit it to JJR.

Funding opportunities. The Wisconsin Waterfront Initiative is a new program that provides for it taking a project to state agencies rather that the Town pursuing each individually. Gialdini would like to put together a booklet to present for funding.

Public input. Carol Engels wondered what parcels we are buying; the cost to each person; the public does not know anything. Mort Fandrei: get to public ASAP; a $15 million project won’t be accepted; a project like this belongs further south. Peter Sauer: Ellison Bay lost because of the parking situation; we need to know if this is a “cash cow” at some time. Roy Larson: prices can be obtained from Nebel Construction; Leland, Michigan has only one restaurant and is still only a fishing village; they had 24 slips 25 years ago and only 25 slips today.

Creed/Gialdini to adjourn. Carried 5-0. 7:03 PM.
