TOWN OF LIBERTY GROVE. GILLS ROCK FINANCE & IMPLEMENTATION COMMITTEE MEETING. Monday November 17, 2008. At the Town Hall, the meeting was properly noticed.
Agenda:
1. Call to order

5. Update & review of Gills Rock project-Christopher Bolt, JJR
6. Public input: comments from those in attendance. Once public
input is finished, no more comments will be taken from the
audience for the rest of the meeting
7. Working session to refine the consensus plan in relation to setbacks and location of structures. Appraisals, purchase, funding and permitting may also be discussed. Schedule of future meetings/events included.

Chairman Gialdini called the meeting to order at 5:35 PM. Also attending: Committee members Frank Weber, Jim Creed, Gary Farber(5:39), Clerk/Administrator Kalms, Town Chairman Casey, Christopher Bolt of JJR and 13 citizens. Ray DiIulio did not attend.
Motion passed 4-0 to approve the agenda.
Review of Plan. Bolt reviewed progress to this point. Wetlands have been delineated and walked and a report submitted; a meeting with County zoning staff has clarified much in relation to setbacks and permitting; a lakebed lease is being investigated for the structures within the ordinary high water mark; a revised consensus plan shows the ordinary high water mark, wetlands and revised parking; launch lane parking is east of the highway; paths in the wetland must be boardwalk, not limestone; the cubic foot volume of the maritime museum will determine setbacks; Door County Soil and Water will be consulted regarding stormwater and Door County Sanitarian for the sanitary waste (geotechnical information will aid in the determination of a system); a DOT study will look at user & charter fishing demands, a museum visitor count, and park activity.
Public input. Questions came forth on museum footprint, total cost, phasing the project, Town meeting approval, costs of the research phase, grant scheduling, and employment opportunities at the site. Comments were: the plan will put us in a position to move; a strategy is to be developed in the grant procurement process; with County zoning, commercial development can happen—this is the only way to protect this for the future; $200,000 spent is “chump change”—how can you put a dollar value on this; we should be ready for a vote at the annual meeting. Tom Harrer was on the steering committee for the Gibraltar referenda and offered this: distill grant information into digestible material; personalize the benefits; focus on moving traffic north of Sister Bay; hard to stay transparent—there are naysayers at every meeting; how will “northern” northern Door benefit; you don’t get the fence sitters to these meetings. Mike Kahr said his barge will be available when in the area, and he will donate engineering time to work with JJR.
Working session. Committee comments: the basic plan is the same with the revised concept; don’t clutter the ramp area with a fish cleaning station; the museum consensus is to have 12,000 square feet for exhibits; an architect has been contacted to do a rendering of a Maritime Museum for gratis; buses and RV’s will park in the trailer parking area; the museum has a new director; the Town also needs space in the building; DNR will decide what they will buy. A motion passed unanimously to authorize JJR to present the revised concept to the DNR so they can proceed with land selection and appraisals. Gialdini moved, Creed second to recommend that the Town Board authorize Mike Kahr to work with JJR on the Gills Rock Project. Discussion: Bolt mentioned that Kahr may bid on the project as a contractor. The motion then carried unanimously.
Next meeting will be December 4 at 5:30 at the Town Hall.
