TOWN OF LIBERTY GROVE. GILLS ROCK FINANCE & IMPLEMENTATION COMMITTEE MEETING. Thursday October 2, 2008. At the Town Hall, the meeting was properly noticed.

Chairman Gialdini called the meeting to order at 5:30 PM. Also attending: Committee members Frank Weber, Jim Creed, Gary Farber, Ray DiIulio, Clerk/Administrator Kalms, Town Chairman Casey; 10 citizens.
Gialdini/Farber to approve the agenda. Carried 6-0.
Casey/Gialdini to approve the 9/16 minutes. Carried 6-0.
Casey/Farber to approve the 9/23 minutes. Carried 6-0
Review of Plan. A lengthy explanation of the project to audience members who have not attended prior meetings ensued.
Public information. Gialdini said that Creed was working on a mailer to give a scope of the project with the components. Creed said printing and design are $500 each and $1,000 is for mailing.
Appraisal costs. The idea of splitting parcel 21A5 for acquisition purposes was discussed. Gialdini moved, Creed second to pursue the split of parcel 21A5. Carried 6-0. It was explained that the ordinary high water mark and wetland delineation must be marked so it can be determined where things go before the DNR can decide on what they will pursue to purchase.
Cost analysis. The Algoma study was mentioned for observation. Novak reviewed numbers for delineation: Northern Environmental at $3400 and Robert E. Lee at $9500 possible. The delineation is 3 weeks out.
The meeting adjourned at 6:50 PM.
