TOWN OF LIBERTY GROVE. GILLS ROCK FINANCE & IMPLEMENTATION COMMITTEE MEETING. Tuesday September 16 2008. At the Town Hall, the meeting was properly noticed.

6. Discuss the structures of the historical fishing village.
7. Discuss status of the Wisconsin Waterfront Initiative.
8. Update, discuss options for DOT’s offer to do an impact study.

10. Discuss any new information from JJR.

Chairman Gialdini called the meeting to order at 5:30 PM. Also attending: Committee members Frank Weber, Jim Creed, Gary Farber, Clerk/Administrator Kalms, Ray DiIulio, Christopher Bolt of JJR. Steve Mann, Dan Schwarz, Paul Goodman, Sam Hanson and Mort Fandrei also attended. DiIulio will be formally appointed to the committee at the next Town Board meeting.
Weber/Creed to approve the agenda. Carried 5-0. Minutes were not ready for approval, so Farber/Creed to approve minutes on 9/23. Carried 5-0.
Structures. Gialdini said the high water mark (HWM) needs to be located and a lakebed lease would allow work on the buildings. Bolt had a drawing of the HWM. He explained the lakebed lease: this is for encroachments on the lakebed, which belongs to the people of Wisconsin, but rather than have the encroachments removed, a lease program allows uses below the HWM; the first step is a finding of fact by the DNR with an initial fee and yearly fee to follow. Farber said the museum is interested, but is waiting for information on a design.
Waterfront Initiative. Gialdini said the DOT has offered to do an economic impact study for analysis. Bolt said Egg Harbor proceeded with a financial analysis as if no grants would come in.
Subcommittees. Gialdini said there has not been a lot of information to give the public until now; we need key points to put out; there will be no subcommittees from this committee. Bolt said Egg Harbor did a brochure with boards for display. Goodman suggested a press release; Farber mentioned the “Peninsula Pulse” which goes to every house. Steve Mann said you must prove the project will not affect water quality. Dan Schwarz mentioned the bird activity in Gills Rock.
JJR new information. Bolt said DNR permitting is critical; permits can be applied for, but they won’t be issued until the Town owns the land; a letter from landowners giving permission to enter before acquisition can keep things moving; this will facilitate permitting when the purchase is final.
Next meeting is 10 AM on 9/23 at the Maritime Museum in Sturgeon Bay. Creed/Farber to adjourn. Carried 4-0. 6:25 PM.
