TOWN OF LIBERTY GROVE. GILLS ROCK FINANCE & IMPLEMENTATION COMMITTEE MEETING. Tuesday September 2, 2008. At the North Station, the meeting was properly noticed.

Chairman Casey called the meeting to order at 5:30 PM. Also attending: Committee members Tom Harrer, Frank Weber, Jim Creed, Geoff Gialdini, Gary Farber, Clerk/Administrator Kalms, Administrative Assistant Janet Johnson, Christopher Bolt of JJR Engineers and Paul Goodman.
Committee definition & their commission. Casey reviewed what the committee is to do: develop a financial picture to present to the electors by: exploring sources for grant money; develop economic models (worst case—Town goes it alone vs. target case—cost development with 50% grants); and present models to a town meeting for approval.
Select chairman. Creed moved, Harrer second to nominate Gialdini for chairman. Moved and second to close nominations. Carried. Farber moved, Harrer second to appoint Gialdini as chairman of the committee. Carried 5-0.
Gills Rock overview. Chris Bolt said the mix of slips is flexible; 98 are planned for; transient docks will impact the funding. Gialdini wondered about space for the Maritime Museum; Weber said they have an interim director and are looking for a permanent one; Farber is on the board of directors and said December is the deadline to choose a new head. Bolt said Commerce will look at the economic effect of a harbor; Gialdini said private enterprise will follow. Farber wondered if the DC Visitors Bureau has been approached as this is an attraction to bring visitors up north. Gialdini said we have a small window now in that the people are willing to sell—if it goes to private hands there would be no water access or park. Bolt said construction costs have been increasing 8-14% recently, while the GPI is at 3%; interest for borrowing is at 4 to 5%; we will meet with DNR personnel shortly, land purchases will control the process; the Town will have to own the land in order to get permits, and permits are needed to apply for Waterways Commission funding.
Harrer said we must give a clear vision of why this is good for Gills Rock (and the Town), and not only the park. Bolt said we need to be consistent in the talking points and remain open with the public. Johnson said if this is not acted on by December the committee will have to come to the finance committee during the budgeting process for the year 2009 dollars. Bolt said it is important that the grant people know the commitment of the Town: a bond anticipation note would show that; you would be looking at “appropriations” (extra money over and above regular granting) and “earmark” funds (those carved out from existing programs). He noted the Algoma study which was referenced for the Egg Harbor project; a schematic design report is a valuable document to show in that it contains everything about the project. Important Items to consider: DNR appraisal timelines; do we move forward if we only get the Weborg property; a report from the Waterfront Initiative.
Johnson mentioned the commercial slips in relation to the bonding; there are 4 requests for commercial space at this point; the slip deposits (92) are in the ball park of the JJR calculations for size; the bond money can’t be used for repair of a private enterprise; 5% of the total slips can be commercial.
Next meeting is tentatively set for September 16 at 5:30 PM.
