TOWN OF LIBERTY GROVE. HERITAGE ROADS SUBCOMMITTEE MINUTES.  MONDAY JANUARY 16. 2012. AT THE TOWN HALL, THE MEETING WAS PROPERLY NOTICED

Chairman Bahrke called the meeting to order at 7:02 PM. Frank Forkert, Kelly Mazeski, Jim Maronek, Ann Miller, and W. Kalms also attended. Committee member John Wilson was ill. .John Lowry, Lou Covatsos and Carol Maronek also attended.

 

Miller/Maronek so approve the agenda. Carried 6-0.

 

Minutes.A couple of corrections and additions were made to the 12/19/11 minutes. Miller moved, Maronek second to approve the 12/19/11 minutes as adjusted. Carried 6-0.

 

Nomination template.   The nomination form was reviewed as distributed by Kalms.Maronek said he was not thinking of rating each column on the template; he is looking at rating each road a 3, 2, or 1. Miller handed out the rating schematic used for the scenic byways program, which was used on their road rating tour; it rates according to benefit and detriment. Maronek imagines our process to be less complicated. Miller suggested going mile by mile and rating each stretch. Maronek felt the template would go segment by segment, not mile by mile. Mazeski noted that the Rustic Road program is more stringent; Town roads have less going on. Miller wondered if something in the middle of the segment was undesirable, using a pig farm as an example. Bahrke said these are just nomination forms, not an evaluation form; a citizen may not understand. The three categories are: 3—highly desirable; 2—somewhat desirable; 3—least desirable. Mazeski wondered about “desirable”. “Qualified” was mentioned. Miller said Byways uses “Exceptional”, “Typical” and “Marginal”.

 

Maronek moved, Bahrke second to amend the rating system to read:

 

ON THE FOLLOWING PAGE, ASSIGN INDIVIDUAL ROADS OR SEGMENT THEREOF A RATING NUMBER AS FOLLOWS:

 

3. EXCEPTIONAL, 2. TYPICAL, 1. MARGINAL

 

       ROADS WILL BE RATED WITH THE LARGEST NUMBER HAVING THE HIGHEST RANKING AND THE SMALLER NUMBER THE LEAST RANKING

 

RATE THE ROADS IN THE COMMENTS COLUMN TO THE RIGHT OF THE PAGE

 

Discussion: “Road name” could also say “Road segment”. Mazeski said you would have a gravel segment on Lime Kiln that may rate differently. Maronek said your to/from column does that. Miller said you nominate the entire road for HR status; you may want to see the entire road. Kalms wondered if you rate several segments of a road you may get a high number, while if you give a whole road one rating that road would get a lower overall rating than the segmented one. Miller said you are not rating roads against another; each stands on its own merits. Lowry said if you look 5 years ahead, with someone else running this program you should have a minimum number of points. Maronek said the Town has the power to

take the status away if a quarry, for instance, starts up on the road. Miller said a distraction would give negative points to the rating. Mazeski wondered about reviewing the road every 10 years upon request; don’t make it mandatory. Lowry again expressed the need for a minimum ranking due to many segments on a road. Kalms restated the motion. It then carried 6-0. Bahrke said we need to tweak the pages titled: “Thoughts on Heritage Roads” and “Suggested Heritage Roads Criteria”. This will be worked on before the next meeting.

 

Who nominates. Miller felt citizens could nominate their road; a board, committee or landowners can also. Maronek felt anyone could nominate—it is run through the government anyway. Miller moved, Maronek second to let any property owner or resident nominate any Town road to be a Heritage Road. Carried 6-0.

 

Bahrke wondered who takes the nominations. Maronek said the Town Board will administer; this committee would not do the details. Bahrke said this committee may become inactive like the bike path committee. C. Maronek thinks not a lot of Town citizens will do nominations. Mazeski thinks the HR subcommittee would nominate and look at the roads; wants to keep the subcommittee going. Lowry said the Highway Committee would review and then send it to the Board; the subcommittee is not intended to go on forever. Miller said the subcommittee has no power to appropriate money; Scenic Byways meets as necessary, if applications come in.  Kalms noted these meetings are costing the Town $104 per meeting.

 

Hiatus on tree trimming. Maronek moved, Kalms second to table this until there is full representation on the committee. Carried 6-0.

 

Recommendation.There is no recommendation to the Highway Committee.

 

Next meeting will be February 27 at 7 PM.

Mazeski/Forkert to adjourn. Carried 6-0. 8:27 PM.
