Chairman Goss called the meeting to order at 7:00 PM. Also attending: Commissioners Miller, Sauer, Houston, Clerk/Administrator Kalms, Supervisor F. Forkert, Dale & Cam Hilander, Ron Daubner, Jeff & Roanne Huppertz, and Tom Utzinger. Commissioners MK Shumway and Kim Shumway were excused with one seat vacant.
Miller/Houston to adopt the agenda. Carried 4-0.
Miller/Goss to approve the 10/26 minutes. Carried 3-0-1, Sauer abstaining.
Public input. Goss wondered about the status of the Building Structure and Control ordinance. Kalms said the attorney will review it and it will go to the Town Board.
Huppertz variance.This deck extension is to facilitate emergency exit from the deck should the exit to the north be blocked in case of fire.Tom Utzinger presented working drawings of the deck addition. Currently there is no access from this addition to the lower area; the deck just goes around the fireplace. He said the bare minimum has been done so there is no further encroachment within the setback; this is a new footprint over unbuilt ground. Goss felt it refreshing to see minimum relief planned and complimented Huppertz on the supplemental letter; the house pre dates zoning, there are unique property features, and there is no harm to the public interest. Goss moved, Miller second to recommend that the Town Board support the variance. Discussion: Houston called the building inspectors to see if there were any code requirements to have an access around the outside of the fireplace, and there were none known. The question of installing a stairway down on one side of the fireplace and then up on the other side was raised. Huppertz reported that Sautebin said this would raise other issues. Utzinger said this is for safety to get out of the house; there are no exit issues required from the deck unless it is a commercial situation. Houston noted a staircase would also not meet the setback. The Commission felt this is a self-imposed situation, and felt that the Board of Adjustment (BOA) may have a problem with that; the BOA could suggest alternative adjustments. The motion carried 4-0.
Hilander conditional use. This application is for expansion of a campground/RV park. Dale Hilander spoke and said they have started an expansion program, and must meet the 20 acre minimum as required by Door Co. Zoning. He presented drawings by Lee Telfer that show the proposed sites. When asked about a proposed extra driveway, Hilander said the DOT has suggested removing one of the driveways at 42 & Seaquist Road; he is nearly doubling the number of sites with 73 new units; the sites are graveled and will accommodate drive through; is looking at a 10 year completion; all have sewer line hookups; have 6 units per acre. Goss wondered about the application form showing no increase in traffic. Hilander said the traffic would only be the campers renting the sites; trees will be planted in the future for screening. Sauer said Meadowwood would not want a lot of extra lighting. Goss would like to see downcast lighting; Seaquists have sent a letter of support. Miller moved, Houston second to recommend that the Town Board support the Hilander CUP with the provision that downcast lighting is used in the new unit area. Carried 4-0.
Future meetings.The Commission is waiting for census data in order to continue with revision of the Comprehensive Plan. Door County Planning is scheduling a training session for January 31 on zoning map amendments and zoning text amendments. Goss said the guidance sheet drawn up by the Commission is designed to help people when applying for permits and zoning changes.
Next scheduled Commission meetings are January 25 and February 8 at 7 PM.
