Chairman Goss called the meeting to order at 7:00 PM. Also attending: Commissioners Nelson, Karkau, Sauer, Shumway and Clerk/Administrator Kalms. R. Forkert and Miller did not attend. Frank Forkert also attended.
Karkau/Sauer to adopt the agenda as posted. Carried 5-0.
Shumway/Goss to approve the 10/12 minutes as published. Carried 5-0.
Sauer/Nelson to approve the 10/26 minutes as published. Carried 4-0-1, Shumway abstaining.
Public input. Forkert would like to discuss a building structure control ordinance (next agenda). Karkau wondered about more strict controls over shoreland zoning.
Chapter 8. Questions arose regarding the County land division ordinance’s (LDO) consistency with the Town Plan. Consensus is that the LDO is fine as is. Goss mentioned the County floodplain ordinance; it is complicated to get into and will be left alone. The concept of zoning controls on shoreland is scattered throughout the County Zoning Ordinance. The Shoreland and Floodplain Ordinances section on page 156-157 will be worked on by Goss prior to the next meeting.
Ch. 8 changes underlined:
P. 162, “Development Standards” section. First paragraph, third line: …..public utility considerations which should be utilized………. Third paragraph: change both “Sanitary” to Utility. Fourth paragraph: first sentence, change “are” to is.
Page 164, “Community Growth” section. Sentence 5: delete “Village of Sister Bay”, change “Towns” to municipalities. In Commercial/Industry/Parks sentence: delete “Village of Sister Bay”, change “Towns” to municipalities.
Page 165, “Year 2000 Land Use Projections” section. Second paragraph, second line change “2000” to 2008. “Five Year Incremental Land Use Projections”: hold off changes until 2010 census figures are obtained.
The next meeting will be January 11, 2010 and will deal with General Plan Design Classifications and the GPD map.
Sauer/Goss to adjourn. Carried 5-0. 8:10 PM.
